Until recently, VectorStock offered one free vector a month. Now they have a whole free vectors section. These are still only available for free for a limited time, however, so download them while you can. All of their license information, including a special one just for the freebies can be found on their FAQ page.

Since Christmas is fast approaching, I thought I would first comb through and see what free Christmas vectors I could find.
